SF Department of Emergency Management & Fleet Week Communications Drill Oct. 8th
SAN FRANCISCO TO CONDUCT FULL-SCALE EXERCISE WITH U.S. DEPARTMENT OF DEFENSE OCTOBER 8th DURING FLEET WEEK
San Francisco will test transportation plans for first responders and disaster service workers following a simulated catastrophic earthquake.
What: The San Francisco Department of Emergency Management (DEM), in collaboration with the San Francisco Fleet Week (SFFW) Association, has for more than a decade hosted an annual series of Defense Support of Civil Authorities (DSCA) exercises as part of the annual San Francisco Fleet Week that bring together City and County of San Francisco, Bay Area, state, federal, and Department of Defense (DoD) partners to improve emergency response efforts and to foster critical relationships. This year’s full-scale exercise will test local, state, and federal plans and capabilities to reopen emergency routes and coordinate the transportation of first responders and Disaster Service Workers (DSWs) after a major earthquake. The exercise will include the actual movement and tracking of personnel via ferry and bus from the East Bay and North Bay into San Francisco.
Who: The San Francisco Dept. of Emergency Management, Fire Dept., Police Dept., Sheriff’s Office, Public Works, Municipal Transportation Agency, Dept. of Technology, Port of San Francisco, Dept. of Building Inspection, Dept. of Public Health, Dept. of Human Resources, Water Emergency Transportation Agency (SF Bay Ferry), Golden Gate Bridge, Highway and Transportation District, California Governor’s Office of Emergency Services, Caltrans, California Military Department, U.S. Coast Guard, U.S. Department of Defense, and other city, regional, state, and federal agencies.
When: Tuesday October 8, 2024 6:00a.m. to 12:00 p.m.
- Early morning standup interviews with city, state and federal partners aboard the USS Tripoli 6:00 a.m.to 8:00 a.m.
- Fleet Week DSCA Full-Scale Exercise 8:00 a.m. to 12:00 p.m. media availability for interviews with city, state and federal partners.

Visuals: Disaster Service Workers (DSWs) disembarking from SFMTA Muni Buses, & Golden Gate Transit Buses at Piers 30-32. In addition, a Route Reopening Command Post will be established and accessible to show the integration of local, state, federal, and military humanitarian assistance resources to open obstructed roadways. The Emergency Operations Center and City departments will also test data interoperability and communications to develop a common operating picture. Activities will take place in multiple locations, including Piers 30-32. DEM invites media to film DSW arrival, the simulated command post, and communications testing
Background: The San Francisco Department of Emergency Management and Department of Defense (DoD) have conducted many exercises as part of the annual San Francisco Fleet Week. In previous years, the exercises highlighted the DoD capability to deliver resources via the San Francisco shoreline and waterfront. This year’s exercise will test plans for the movement of Disaster Service Workers (DSWs) and first responders via water assets to piers along the waterfront, and route reopening on prioritized roadways to allow for the movement of those responders to their worksites within the city after a major disaster. The exercise builds upon several previous exercises, including the 2012 Landing Zone Validation Drill at San Francisco’s Lake Merced, 2014 Logistics Exercise Focusing on Air Coordination, 2015 and 2016 First Responder MV-22 Osprey Drills, 2019 Disaster Debris Management Plan, the 2021 Air Coordination Seminar, 2022 Aviation Support Drill, and 2023 Communications Drill.
